Web standards have helped sites becomes more consistent and predictable. XHTML, CSS, and JavaScript can be interpreted by browsers according to recommendations made by W3C. This enables the sites to be displayed consistently among those browsers.
The Web still isn't perfect.
CSS2 is interpreted correctly within many browsers. Microsoft Internet Explorer 6 still has many issues with programming languages. Despite the implementation of Microsoft Internet Explorer 7 in 2006, about 50% of Web users were still using IE6 nearly a year later.
CSS defines the presentation of a site.
XHTML (eXtensible HyperText Markup Language states what content is present on your site and how it is structured. Content can be stylized using CSS (Cascading Style Sheets). CSS manages formatting, positioning, typefaces, etc.
